Chase is the first and only child of Robert and Samantha McIntyre, a pair of professional lawyers in the U.S. Chase grew up right at the end of the Meta-Human conflicts that rapidly engulfed the United States in the late 90s. Growing up in the Midwest, Chase manifested his initial ability at an early age.
Chase is the first and only child of Carter and Rebecca McIntyre, a pair of business executives with a local business in Las Vegas, Nevada.

Frequently getting into trouble at school due to his lack of personal responsibility - Chase grew up as a delinquent, learning to steal and rob as an outlet. He'd frequently get into scraps with local MRD agents, always in a makeshift costume disguise to avoid being identified. Eventually, he ended up dropping out of high school after poor performance and repeated harassment by his classmates.
Initially, he was a delinquent teenager - regularly getting into fights and building up a habit for thievery. This tendency was shared with his younger brother - Vincent.

Deciding to pack up and leave the Midwest, Chase would later go to Las Vegas, using the money he'd taken from his various heists - in order to make a new name for himself. Ignoring his parents' suggestions, he'd get himself involved in various criminal organizations - while also presenting himself as a stage magician. During his stage magician gig at Las Vegas, Chase would use his powers to leave audiences in awe - with his reputation greatly improving as a result.
Eventually, Chase set himself on a better path and willingly allowed himself to go through the local probationary system. It was there that his Meta-Human powers manifested, and he was referred to the MRD.

Eventually, Chase's various debts and obligations started to pile up. Soon, various different Meta-Human criminal groups attempted to either capture him or kill him for his outstanding debts. Eventually, he was caught during his thievery and prosecuted, before being thrown into jail.
After over a decade of work, he eventually accelerated his progress and reached the level of lieutenant within the organization.

It was in jail that Chase would then be experimented on by a certain clandestine organization - as part of their last ditch attempt at creating the ultimate Meta-Human.
It was his quick thinking in response to the MRD's Biophage Crisis that gained him the recommendation to become the next MRD Director.

The organization, having ties to certain parts of the government, decided to use Chase as their experimental guinea pig - after their last attempt had failed miserably. The result with Chase, however, was different. Due to his unique Meta-Human abilities, Chase withstood the Metanium infusion much more efficiently than the original test subject did.
Now as the current director of the MRD - Chase is responsible for all of their national operations.

Now imbued with powerful supernatural abilities - Chase would then break free of his containment, much like his predecessor. Unlike his predecessor however, Chase wouldn't lose his inhibitions and control of his mind - instead choosing to make a deal with the Government.

In exchange for working for them, Chase's theft record would be expunged. Given the nature of his new abilities, he became a high value operative for the Government, eventually being hand picked as the next MRD Director, after the previous MRD head had resigned.

Now, Chase operates as the MRD Director of the entirety of the United States - while also being stationed within The Spire in Sanctuary City.

Despite the name, Chase's core Meta-Human ability was relatively benign. He originally had the ability to increase the structural probability of an event's occurrence through conscious effort.
Chase's initial ability involved the passive manipulation of his surroundings - in a manner equivalent to "good luck".

Essentially, Chase had the ability to increase the odds of success in whatever he did, within reason. Meaning he could make himself just a little bit stronger or a little bit faster, depending on the situation.
This allowed Chase to sidestep bad situations and avoid threats as they occurred.

Besides that, his ability was cumulative in nature - meaning that the longer he focused on a situation, the greater his chances of success.

After being infused with the last of the Metanium recovered from the original Meta-Human experimental labs - Chase's powers were radically altered.
Chase's true power is the ability to manifest specific abilities pertaining to the situation that he is in.

Ever since that experiment, Chase was infused with the same abilities as Faust - the ability to manifest whatever Meta-Human abilities were necessary for the situation.

Unlike Faust, However, Chase's abilities are fully stable - thanks to his initial Meta-Human power helping him to withstand the Metanium infusion process.

Chase can manifest whatever Meta-Human abilities he needs, depending on how his power chooses to react to the situation.
He can generally manifest around 5 - 10 abilities at once, depending on their relative strength and efficacy.

Abilities manifested by Chase can last for as long as he chooses, although he prefers to limit the number to maximize his efficiency.
Examples of manifested abilities include:

Chase theoretically has access to an infinite number of abilities, as his core power simply manifests abilities necessary for the situation. While Chase has some input in the "range" of powers that he can manifest - he cannot specific the actual power he wants.
That aspect of his ability, the capacity to freely choose - is still something he's working towards.
